Our Founder:
Brian Baxter is Performance-Critical’s founder, president and director of case analysis. He is a retired, 30-year veteran of the Texas Dept. of Public Safety where he served as a patrol trooper, a SWAT team member, an undercover narcotics agent, an organized crime investigator, and a people leader from first-line supervisor to senior executive. Brian retired as the acting chief of the training operations division.
Brian is a combat infantry veteran of the United States Army National Guard, a FLETC certified Use of Force instructor, a graduate of the Force Science® Certification Course as well as the Force Science® Advanced Specialist Course. Brian is also a graduate of the Northwestern University School of Police Staff & Command and holds a Bachelor of Science in Criminal Justice and a Master of Science in Applied Psychology.
Brian is a servant leader with a history of relationship building and service-oriented performance accomplished by employing targeted and science-based strategies and transformative training initiatives with a people-centric perspective.
Brian re-wrote the use of force curriculum for the Trooper Training School and was the primary author of a full revision of his agency’s use of force policy. He also authored the policy that created the Department-wide use of force review board which he chaired and then oversaw. Brian was awarded the Director’s Citation for his leadership role in the implementation of the Department’s Tactical Emergency Casualty Care training program to which dozens of lifesaving awards have been attributed.
Brian combines decades of hands-on, critical incident experience, a seasoned record of case analysis, and hundreds of hours of relevant training and formal education to provide you with the most objective and evidence-based analyses of decisions and actions during tense, uncertain, and rapidly evolving events.
